140                               LAWS OF MARYLAND                        [CH. 139

1.   Cumberland Branch of the Allegany County Library, Washing-
ton Street, Cumberland, Maryland—Addition and capital improve-
ments.

2.   Allegany County Jail—Demolition of present jail on Prospect
Square, Cumberland, Maryland, and construction of a new County
Jail and capital improvements related thereto.

Sec. 3. And be it further enacted, That all of the bonds authorized
by this Act shall be sold in the manner prescribed by Article 31,
Sections 8 to 12, inclusive, of the Annotated Code of Maryland (1957
Edition) AND 1964 CUM. SUPP.), AS AMENDED FROM TIME TO
TIME, and any of the proceeds of said bonds remaining after the
completion of the repairs, improvements, construction and equipping
of the Allegany County Library Addition and the County Jail as
aforesaid, shall be turned over to the County Treasurer of Allegany
County and shall be used to pay the interest on, or the redeeming
and paying of any of said bonds.

Sec. 4. And be it further enacted, That for the purpose of paying
the interest on said notes, certificates or bonds and for redeeming
the same as they mature, the County Commissioners of Allegany
County shall annually levy such tax upon the assessable property of
said county as may be necessary to pay the annual interest on said
notes, certificates or bonds and to redeem the same as they become
due until all of said notes, certificates or bonds shall have matured
and been redeemed. The taxes so levied shall be collected in the same
manner as other taxes are levied and collected in said county.

Sec. 5. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 139
(House Bill 203)

AN ACT to repeal Section 81 (y) of Article 66˝ of the Annotated
Code of Maryland (1964 Supplement), title "Motor Vehicles,"
subtitle "Administration-Registration-Titling," to repeal the re-
quirement of prepayment of postage to the Department of Motor
Vehicles for mailing motor vehicle registration plates to purchasers.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 81 (y) of Article 66˝ of the Annotated Code of
Maryland (1964 Supplement), title "Motor Vehicles," subtitle
"Administration-Registration-Titling," be and it is hereby repealed.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
