aviation gasoline dealer operating on any airport or landing field
licensed by the State Aviation Commission and every aircraft manu-
facturing company situate within the State of Maryland and dis-
pensing aviation gasoline to aircraft who violates the above provisions
in any respect shall, upon conviction, be subject to a fine not exceeding
one hundred dollars ($100.00) or to imprisonment for not more than
thirty (30) days, or both fine and imprisonment in the discretion of
the court.

(c) Applications for refunds as provided herein may be filed with
the Comptroller for any period not to exceed one year. Any person
electing to make application for refund on a yearly basis shall do
so by submitting claims to cover all gasoline purchased and used
during the twelve month period immediately preceding July 1st of
each year. Such claim shall be submitted between July 1st and
October 1st of each year. Any claim filed under this provision after
October 1st shall be automatically disallowed. Any claim made for
a period of less than one year shall be made within three months of
the close of the particular period or said claim will be disallowed.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 858
(House Bill 820)

AN ACT to repeal and re-enact, with amendments, Section 73-46 of
the Montgomery County Code (1960 Edition), being Article 16
of the Code of Public Local Laws of Maryland, title "Montgomery
County," subtitle "Washington Suburban Sanitary District," pro-
viding for recordation of votes of the Commissioners on certain
specified matters which recordation shall be available for public
inspection and making more detailed provisions as to conflict of
interests of Commissioners by providing for the taking of testimony
as to interests held by the applicant and his family, public dis-
closure upon appointment of the applicant, specific conduct pro-
hibited, disclosure and non-participation where a conflict exists,
and setting up penalties for violation of the subsection (4) or (5)
of said section to include fine of $1,000, six months in jail, or sus-
pension, or all three penalties.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 73-46 of the Montgomery County Code (I960 Edition),
being Article 16 of the Code of Public Local Laws of Maryland, title
"Montgomery County," subtitle "Washington Suburban Sanitary
District," is hereby repealed and re-enacted, with amendments, to
read as follows:

73-46. Voting; [C] conflicts of interest.

[Any member of the commission who is present at a meeting at
which is discussed any matter in which he has, directly or indirectly,
