Section 1. Be it enacted by the General Assembly of Maryland,
That Section 34 of Article 43 of the Annotated Code of Maryland
(1957 Edition), title "Health," subtitle "Miscellaneous Provisions";
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

34.

The State Board of Health and Mental Hygiene is hereby au-
thorized and empowered to establish such minimum standards and
qualifications as it may consider necessary for any laboratories in
the counties of the State[,] [but not] and in Baltimore City, which
make examinations in connection with the diagnosis and control of
human diseases.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 837
(House Bill 898)

AN ACT to add a new Section 71A to Article 66½ of the Annotated
Code of Maryland (1957 Edition), title "Motor Vehicles," subtitle
"Disposition of Lost, Abandoned and Stolen Motor Vehicles," to
follow immediately after Section 71 thereof, providing for the dis-
position of lost, abandoned and stolen motor vehicles, and parts
thereof in Montgomery County and empowering the County Council
of Montgomery County to make rules and regulations with regard
to the taking custody of and disposition of lost, abandoned and
stolen motor vehicles and parts thereof and to provide penalties
for the violation of said rules and regulations.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 71A be and it is hereby added to Article 66½ of
the Annotated Code of Maryland (1957 Edition), title "Motor Vehi-
cles," subtitle "Disposition of Lost, Abandoned and Stolen Motor
Vehicles," to follow immediately after Section 71 thereof, and to
read as follows:

71A.

Whenever the owner, or person, firm or corporation entitled to
the possession of any motor vehicle, or part thereof, cannot be
located and fails to claim said motor vehicle, or part thereof, for a
period of thirty (30) days after said motor vehicle or part thereof,
came into the custody of the Police Department for Montgomery
County pursuant to the rules and regulations hereinafter authorized
to be made, the same may be disposed of by the said Police Depart-
ment, at public sale, provided the time, place and terms of sale,
together with a full detailed description of said motor vehicle, or
part thereof, shall be inserted in one or more newspapers published
in said County, where said sale is to take place, at least once each
week for two successive weeks prior to sale; and provided further that
a notice by registered mail shall be sent at least ten (10) days prior
