invoke the aid of the Circuit Court for the county (or of the
Superior Court of Baltimore City) where such person resides or
carried on business or is found, in requiring the attendance of
witnesses and the production of records. Such court may issue an
order requiring such person to appear before the Commission, and
there to produce records, if so ordered. Any failure to obey such
order of the court may be punished by such court as a contempt
thereof. All process in any such case may be served wherever
such person is found.
(c) Contumacy by, or refusal to obey a subpoena issued to,
any person, by the Court of Appeals, may be punishable by the Court
of Appeals as in cases of contempt of the orders of the Circuit
Courts of the counties. ANY PERSON, BY THE GENERAL AS-
SEMBLY, MAY BE PUNISHABLE BY THE CIRCUIT COURT
FOR A COUNTY (OR BY THE SUPERIOR COURT OF BALTI-
MORE CITY), UPON A COMPLAINT OF THE GENERAL AS-
SEMBLY INVOKED IN THE SAME MANNER AS IN SUBSEC-
TION (B) OF THIS SECTION.
(d) The Commission and the Court of Appeals GENERAL AS-
SEMBLY shall have power to grant immunity to any person from
prosecution, or from any penalty or forfeiture, for or on account of
any transaction, matter or thing concerning which said person
testifies or produces evidence, documentary or otherwise.
Sec. 2. And be it further enacted, That this Act shall take effect
contingent upon and contemporaneous with the adoption by the
people of an amendment adding new Section 4A and 4B to Article
IV of the Constitution of this State proposed by Chapter of
the Acts of 1965. (HOUSE Bill No. 21).

AN ACT to add new Sections 410A to 410-1, inclusive, to Article
66C of the Annotated Code of Maryland (1957 Edition), title
"Natural Resources," subtitle "Forests and Parks," to follow im-
mediately after Section 410 thereof and to be under the new
subheading "Public Recreation and Parks," authorizing the
counties and municipal corporations of the State to establish
programs of public recreation and parks, providing for the finan-
cing thereof, providing for the powers, duties, and responsibilities
of certain local officials with respect to public recreation and
parks, providing for cooperation with other governmental agen-
cies, and relating generally to comprehensive recreation and park
facilities and activities in this State.
Section 1. Be it enacted by the General Assembly of Maryland,

added to Article 66C of the Annotated Code of Maryland (1957
