enact, with amendments, Sections 284A and 284B of Article 77 of
the Code, title "Public Education", sub-title "Chapter 27. Free
Scholarships"; to repeal and re-enact, with amendments, Sub-sec-
tion (e) of Section 284H of Article 77 of the Code, title "Public
Education", sub-title "Chapter 27A. State Scholarship Board"; to
repeal or amend certain provisions of the law contained in the
Code and/or in certain uncodified acts, said provisions being incon-
sistent with or superseded by more recent enactments or enact-
ments elsewhere in this act on the subject of State Scholarships, or
being inconsistent with the purposes of State scholarships gener-
ally; to provide for the participation of the College of Notre Dame
of Maryland, Loyola College, Mount Saint Agnes College, Mount
Saint Mary's College, and Saint Joseph College in the program of
certain State scholarships; to make certain changes in the pro-
vision of scholarships to certain of the institutions and/or the
apportionment of these scholarships among the several senatorial
districts of the State; to prohibit participating institutions from
engaging in certain discriminatory practices in denying admission
to a scholarship holder and from requiring a scholarship holder to
take sectarian religious courses to qualify for a degree; to provide
for the withdrawal of participating institutions from the scholar-
ship program; to provide for the execution and enforcement of
student bonds upon the approval of and by the State Scholarship
Board; to prohibit certain students from holding more than one
State scholarship; and enacting generally more uniform and con-
sistent provisions determining the terms and values of the various
scholarships and the conditions and procedures by which these
scholarships shall be awarded and held, and making provision for
certain appropriations with respect thereto, and making special
provisions for phasing out the Legislative scholarships currently
in force.

Section 1. Be it enacted by the General Assembly of Maryland,
That Resolution No. 31 of the General Assembly of 1848; Chapter
219 of the Acts of 1856; Chapter 193 of the Acts of 1868; Chapter
339 of the Acts of 1870; Chapters 239 and 315 of the Acts of 1878;
Chapter 279 of the Acts of 1890; Chapter 154 of the Acts of 1892;
Chapters 208 and 475 of the Acts of 1894; Chapters 61 and 188 of
the Acts of 1896; Chapters 106, 293, 321 and 379 of the Acts of 1898;
Chapter 111 of the Acts of 1908; Chapter 309 of the Public Acts of
1910; Chapter 542 of the Private Acts of 1910; Chapter 227 of the
Acts of 1955; Sections 262, 266, 273, 274, 275, 276, 277 and 284C of
Article 77 of the Code, title "Public Education", be and they are
hereby repealed.

SEC. 2. And be it further enacted, That Sections 260, 261, 263,
264, 265, 267, 268, 272, 280, 281, and 282 of Article 77 of the Code,
title "Public Education", sub-title "Chapter 27. Free Scholarships",
be and they are hereby repealed and that new Sections 260, 261, 263,
264, 265, 267, 268, 272, 280, 281, and 282 be and they are hereby en-
acted in lieu thereof, to stand in the place of the Sections so repealed
and to read as follows:

There is hereby established a program of State Scholarships for
students enrolled in St. Mary's College of Maryland.
