for any political campaign (which shall include both the primary and
general election AND SHALL PERMIT THE EXPENDITURE
FROM HIS PERSONAL FUNDS OF THE FOLLOWING
AMOUNTS IN THE PRIMARY ELECTION AS WELL AS THE
GENERAL ELECTION), to make any payment, contribution, ex-
penditure or promise, or incur any liability to pay, contribute or
expend FROM HIS OWN PERSONAL FINANCIAL RESOURCES
any money or thing of value in excess of the following respective
amounts by a candidate for nomination or election to the respective
office:

Candidate for State-wide office or for the United States
Senate
................................................................................$20,000;

Candidate for City-wide office in Baltimore City..............$15,000;

Candidate for Representative in Congress........................$10,000;

Candidate for office in a county or in a legislative or
councilmanic district of Baltimore City with a popu-
lation of not less than 500,000
........................................$10,000;

Candidate for office in a county or in a legislative or
councilmanic district of Baltimore City with a popu-
lation of not less than 250,000 or not more than 500,000 $ 7,500;

All other candidates..............................................................$ 2,500.

[$10,000 in the aggregate in the case of a candidate for a State-wide
office or United States Senator or Representative in Congress, and
for a candidate for a city-wide office in Baltimore City, or $2,500 in
the aggregate in the case of a candidate for any other public or party
office.] This limitation shall not be applicable to the payment of the
personal expenses provided for in subsection (b) hereinabove.] Any
payment, expenditure, contribution, promise or liability which may
be made or incurred, directly or indirectly, by the spouse of any
candidate for nomination or public office shall be charged against the
candidate as if made by the candidate himself.

219.

(a) No person other than a candidate shall, to aid or promote
the success or defeat of any political party or principle or of any
proposition submitted to vote at any public election, or of any candi-
date for nomination to public office [, within six months prior to any
such election,] make a payment or contribution of money or property
or incur any liability or promise any valuable thing to any person
other than to the treasurer or [political agent] subtreasurer of a
candidate or treasurer of a political committee; a contribution may
be made directly to a candidate who has not appointed a treasurer
[political agent] provided such candidate shall thereupon report such
contribution in the manner provided herein for [political agents]
treasurers. Nothing contained in this subtitle shall limit or affect
the right of any person to volunteer his time or personal vehicle for
transportation incident to any election or to expend money for proper
legal expenses in maintaining or contesting the results of any such
elections. However, nothing in this subsection shall preclude any
person from expressing his own personal views on any subject, hiring
halls, buying newspaper space and radio or television time, provided,
that coincident with such statement or advertising notice shall be
given that the views so expressed are his own.
