not be regarded as in derogation of any power now existing; and all
Acts of the General Assembly of Maryland heretofore passed author-
izing the County to borrow money are hereby continued to the extent
that the powers contained in such acts have not heretofore been
exercised, and nothing herein contained shall be construed to impair,
in any way whatsoever, the validity of any bonds which may have
been issued by the County under the authority of any of said Acts,
and the validity of said bonds is hereby ratified, confirmed and
approved.
Sec. 10. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety, and having
been passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 735
(Senate Bill 284)
AN ACT to add new Section 263(f) to Article 66C of the Annotated
Code of Maryland (1957 Edition and 1964 Supplement), title
"Natural Resources", sub-title "Fish and Fisheries", sub-heading
"Part 2. Tidal Waters", to follow immediately after Section 263 (e)
thereof, to permit the use of minnow seines for the taking of bait
minnows in the tidal waters of this State and to establish a size
limitation for such seines.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 263(f) be and it is hereby added to Article 66C of
the Annotated Code of Maryland (1957 Edition and 1964 Supple-
ment), title "Natural Resources", sub-title "Fish and Fisheries",
sub-heading "Part 2. Tidal Waters", to follow immediately after
Section 263(e) thereof, and to read as follows:
263.
(f) It shall be lawful to use a seine not exceeding fifty (50) feet
in length and five (5) feet in width in the tidal waters of Maryland
for the taking of bait minnows. only.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
