"Public Service Companies"; subheading "Railroad Companies"; be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

44.

Any common carrier railroad which is unable on or before the
time prescribed herein to equip its cabooses as prescribed herein
may apply to the Public Service Commission for extension of time.
The Commission may grant additional time, not to exceed one year,
for the installation of toilets[, and not less than one (1) year for
the installation of] or lights, AND THE COMMISSION SHALL
UPON REQUEST OF A RAILROAD GRANT AN EXTENSION OF
FIFTEEN MONTHS BEYOND JUNE 1, 1965, AND NO MORE
TIME FOR THE INSTALLATION OF LIGHTS.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 717
(House Bill 333)

AN ACT to add new Sections 24, 25, and 26 16, 17, 18, AND 19 to
Article 49B of the Annotated Code of Maryland (1964 Replacement
Volume), title "Interracial Commission," to follow immediately
after Section 23 15 thereof, and to be under the new subtitle
"Discrimination in Employment," making unlawful certain dis-
criminatory practices in employment in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 24, 25, and 26 26 16, 17, 18, AND 19 be and they are
hereby added to Article 49B of the Annotated Code of Maryland (1964
Replacement Volume), title "Interracial Commission," to follow im-
mediately after Section 23 15 thereof, to be under the new subtitle
"Discrimination in Employment," and all to read as follows:

Discrimination in Employment

It is hereby declared to be the policy of the State of Maryland, in
the exercise of its police power for the protection of the public safety,
public health and general welfare, for the maintenance of business
and good government and for the promotion of the State's trade,
commerce and manufacturers to assure all persons equal opportunity
in receiving employment and in all labor management-union relations
regardless of race, color, religion, ancestry or national origin, and
to that end to prohibit discrimination in employment by any person,
group, labor organization or any employer or his agents.

For the purposes of this subtitle:

(a) the term "person" includes one or more individuals, labor
