Resolved by the House of Delegates of Maryland, That the sincere
congratulations and best wishes of every member of the House are
extended to the Honorable Julian Lapides, of the Second District, and
to Miss Linda Fishman on the occasion of their forthcoming mar-
riage; and be it further
Resolved, That when the House of Delegates adjourns sine die,
it does so in honor of Julian Lapides and his bride, in order that the
marriage may be solemnized on schedule; and be it further
Resolved, That the Chief Clerk of the House be instructed to send
a copy of this Resolution to the Honorable Julian Lapides and Mrs.
Lapides.

MESSAGE FROM THE GOVERNOR
March 14, 1964.
Mr. Speaker and Members of the House of Delegates:
Four days ago I issued a proclamation asking you to convene in extra-
ordinary session to consider some legislative measures which I felt de-
manded your immediate attention.
Among the issues which I thought merited your consideration were
proposals to rearrange the Congressional Districts of the State to meet
Federal Court requirements, to reconstitute the Legislative Districts of
Baltimore City in accordance with a ruling of the Circuit Court of that
City and a measure to provide for equality of public accommodations.
There was also the matter of passing a bill to enable the State to continue
its highway program.
