each of said respective counties".

Amendment No. 17—Strike out all of lines 1 and 2 comprising all of
Section 2 on page 2 of the Third Reading File Bill (second printing), and
insert in lieu thereof the following:
"Sec. 2. And be it further enacted, That nothing in this Act shall
apply to or within the limits of either Caroline County, Dorchester County,
Kent County, Queen Anne's County, Somerset County, Talbot County,
Wicomico County and Worcester County unless it has been approved on
referendum by the voters of any such respective county. At a time to be
fixed by the Board of County Commissioners of each county respectively
(in no event later than the time of the regular congressional election in
the month of November 1964), the Board of County Commissioners and
the Board of Supervisors of Elections in each respective county shall
place this question before the voters of that county. The Board of County
Commissioners and the Board of Supervisors of Elections of each such
county respectively shall do such things as are necessary and proper to
place this question on the ballots or on the ballot labels of the voting
machines in each such county respectively; and the Board of County
Commissioners of each such county respectively shall defray any expense
resulting from the submission of this question to the voters of that county.
The ballots or the voting machine labels in each such county respectively
shall contain the question "For Discrimination Laws" and "Against Dis-
crimination Laws" with suitable provision made for each voter to ex-
press his preference for or against this question in each county indi-
vidually. If a majority of those voting on the question at the referendum
election in any of said counties vote "For Discrimination Laws" this Act
becomes effective in that county at the time of the official canvass of votes.
If a majority of the persons voting on this question in any of said counties
vote "Against Discrimination Laws" this Act has no application or effect
within the limits of that county.
"Sec. 3. And be it further enacted, That (except in Caroline, Dor-
chester, Kent, Queen Anne's, Somerset, Talbot, Wicomico and Worcester
Counties where it is subject to the provisions of Section 2 hereof), this
Act shall take effect June 1, 1964."
