Mr. Abramson, for the Baltimore City Delegation, reported favorably,
House Resolution No. 2—By Delegate Stark:

House Resolution expressing sincere appreciation to Dr. Harry Bard
of Baltimore Junior College for services to the General Assembly.

Whereas, Under the impetus of court decisions, the General As-
sembly has had to consider problems involved in the redistricting
of the legislative and councilmanic districts of Baltimore City, and

Whereas, Dr. Harry Bard, in addition to his duties as a scholar

and academician, has served as a consultant to the special committees

composed of laymen, city councilmen and members of the General

Assembly which have prepared proposed plans for redistricting Bal-

timore City's six districts, and

Whereas, Dr. Bard has devoted a great deal of time and energy
to redistricting problems; he has assembled and prepared memoranda
statistics and maps and he has personally met with members of the
City Council and the Baltimore City Senators and members of the
Baltimore City Delegation, and

Whereas, His advice, counsel and assistance on redistricting prob-
lems has materially assisted in securing adoption by the City Council
of new proposed Councilmanic Districts and the preparation of a
legislative district plan acceptable to a majority of the members of
the General Assembly from the City, now, therefore be it

Resolved by the House of Delegates of Maryland, That the sincere
appreciation of this body is expressed to Dr. Harry Bard of Balti-
more Junior College for his services to the General Assembly in
solving redistricting problems in Baltimore City, and be it further
