Senate Bill No. 11—By Senator Malkus:

A Bill entitled: An Act to repeal and re-enact, with amendments,
Section 211 of Article 89B of the Annotated Code of Maryland (1963
Supplement), title "State Roads," subtitle "Bonds, Notes or Other Evi-
dence of Indebtedness," subheading "State Highway Construction Bonds,
Second Issue," amending the laws concerning the powers of the State
Roads Commission to borrow for the use of the several counties in order-
to remove from said law special provisions concerning Dorchester County.

Which was read the first time and referred to the Committee on
Rules.

Senate Bill No. 16—By Senator Clark:

A Bill entitled: An Act to repeal Section 152A of the Code of Public
Local Laws of Howard County (1957 Edition, being Article 14 of the
Code of Public Local Laws of Maryland), title "Howard County," sub-
title "Park and Water Facilities Fund," as said section was enacted by
Chapter 267 of the Acts of 1963, and to enact a new Section 152A in lieu
thereof, to stand in the place of the section so repealed, revising the
provisions concerning the authority to impose a transfer tax in Howard
County on the transfer of real property, imposing such a tax, providing
for the use of the proceeds from a fund known as the "Park and Water
Facilities Fund," and relating generally to such transfer tax and the
Park and Water Facilities Fund authorized therefrom.

Which was read the first time and referred to the Committee on
Rules.

Senate Bill No. 17—By Senator Hughes, G.:

A Bill entitled: An Act to repeal and re-enact, with amendments,
Section 71 of Article 26 of the Annotated Code of Maryland (1963 Sup-
plement), title "Courts," subtitle "Juvenile Causes"; to repeal Sections
300 to 312, inclusive, of the Code of Public Local Laws of Allegany County
(1963 Edition, being Article 1 of the Code of Public Local Laws of Mary-
land), title "Allegany County," subtitle "Juvenile Court," and to repeal
said subtitle; to add a new Section 34A to said Allegany County Code to
follow immediately after Section 34 thereof to be under the subtitle
"Circuit Court" and under the new subheading "Probation Officer"; and
to add a new Section 35(f) to said Allegany County Code, subtitle "Classi-
fied Service," to follow immediately after Section 35(e) thereof, pro-
viding that Allegany County shall be included in the so-called state wide
Juvenile Court law, repealing the local laws of Allegany County with
respect to the Juvenile Court and the Magistrate for juvenile causes,
making provision for the terms and conditions under which the present
Juvenile Court is abolished and jurisdiction in juvenile causes is given to
the Circuit Court for Allegany County, and relating generally to the
jurisdiction for and the handling of juvenile causes in Allegany County.
