Proclamation by the Governor of Maryland concerning the General
Assembly of Maryland in Extraordinary Session at Annapolis, Maryland.

PROCLAMATION BY THE GOVERNOR OF MARYLAND CONVEN-
ING THE GENERAL ASSEMBLY OF MARYLAND IN EXTRA-
ORDINARY SESSION AT ANNAPOLIS, MARYLAND

Whereas, The Circuit Court for Baltimore City on October 31, 1963,
ruled that the Legislative Districts of the City of Baltimore were mal-
apportioned and contrary to the Constitution of the State of Maryland;
and

Whereas, The United States Supreme Court on February 17, 1964,
ruled that Congressional Districts must be equal, or nearly equal, in
population; and

Whereas, The United States District Court for Maryland on February
3, 1964, indicated that it was its opinion that the Congressional Districts
of Maryland were malapportioned and therefore unconstitutional; and

Whereas, The existence of malapportionment, both as to the Legis-
lative Districts of Baltimore City and the Congressional Districts of the
State of Maryland, creates an emergency deserving the attention of the
General Assembly; and

Whereas, Certain other matters of public interest, including appro-
priate legislative measures for equality of public accommodations, merit
the consideration of the General Assembly,

Now, therefore, I, J. Millard Tawes, Governor of the State of Mary-
land, by virtue of the authority conferred upon and invested in me by
the Constitution of Maryland, do hereby call a special and extraordinary
session of the General Assembly of Maryland, to begin at 10 A. M.
Wednesday, March 11, 1964, in the State Capitol in the City of Annapolis,
State of Maryland.

Given Under My Hand and the Great Seal of the State of Maryland, at
the City of Annapolis, this 5th Day of March, in the Year of Our Lord,
One Thousand Nine Hundred and Sixty-four.
