MESSAGE FROM THE EXECUTIVE

Executive Department

March 14, 1964.
Mr. President and Members of the Senate:

Four days ago I issued a proclamation asking you to convene in
extraordinary session to consider some legislative measures which I felt
demanded your immediate attention.

Among the issues which I thought merited your consideration were
proposals to rearrange the Congressional Districts of the State to meet
Federal Court requirements, to reconstitute the Legislative Districts of
Baltimore City in accordance with a ruling of the Circuit Court of that
City and a measure to provide for equality of public accommodations.
There was also the matter of passing a bill to enable the State to continue
its highway program.

The purpose of this message is to express to you ray appreciation,
and the appreciation of the people of Maryland, for the diligent manner
in which you handled these controversial and troublesome problems during
this short time.

On behalf of the people of Maryland, I wish to commend you for the
excellent way in which you have discharged your responsibilities in the
high office you hold.
