Senator Malkus, for the Judicial Proceedings Committee, reported
favorably,
Senate Resolution No. 4—By Senator Dorf:
Senate Resolution requesting the Governor to supplement the investi-
gation by the Legislative Council and to take prompt steps to begin
the investigation of the current financial difficulties of certain
insurance companies in this State.
The Senate of Maryland has requested the Legislative Council to
make a full and complete investigation of the financial difficulties of
certain insurance companies in this State, together with a study of
possible improvements in the administrative supervision of these
companies exercised by the State Insurance Department.
Because of the necessary lapse of time before the study of the
Legislative Council can be started, the Senate of Maryland now is
requesting the Governor to take prompt steps in order to begin at
once the investigation of the financial condition of these and perhaps
other insurance companies.
The Governor could confer with the Insurance Commissioner, and
in this and perhaps other ways, could expedite the study already re-
quested by the Senate. This is a vital and emergency matter confront-
ing the people of Maryland and the delay of only a few days can have
serious consequences to the people. Now, therefore, be it
Resolved by the Senate of Maryland, That the Governor is requested
to supplement the study already requested of the Legislative Council
concerning the financial condition of insurance companies in this
State and the supervision exercised over these companies by the In-
surance Department; and be it further
Resolved, That the Governor is requested immediately to take such
steps as is possible to have these studies and investigation begun in
order to accomplish the maximum good and maximum protection for
the people; and be it further
