Amendment No. 3—In lines 15 and 16 of Section 152A on page 2 of
the Third Reading File Bill, strike out the following: "from time to time
in their discretion".

Which amendment was read and concurred in.

Amendment No. 4—Strike out all of lines 1 and 2 comprising all of
Section 2 on page 2 of the Third Reading Flie Bill and insert in lieu
thereof the following:

"Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preserva-
tion of the public health and safety and having been passed by a yea and
nay vote supported by three-fifths of all the members elected to each of
the two houses of the General Assembly, the same shall take effect from
the date of its passage."
