CHAPTER 6
(House Bill 16)

AN ACT to repeal and re-enact, with amendments, Section 447(a)
of the Code of Public Local Laws of Harford County (1957 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County," subtitle "Roads and Public Works," sub-
heading "Department of Public Works," as enacted by Chapter
870 of the Acts of 1963, to change the qualifications of the Direc-
tor of Public Works of Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 447 (a) of the Code of Public Local Laws of Harford
County (1957 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "Roads and
Public Works," subheading "Department of Public Works," as en-
acted by Chapter 870 of the Acts of 1963, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

447.

(a) A Department of Public Works is established under the super-
vision and direction of the County Commissioners of Harford County.
The County Commissioners shall appoint a Director of Public Works
for a term of four years from the date of his appointment or until
his resignation or removal, or until his successor is appointed. In
the event of the death, resignation, or removal from office of the
Director, the County Commissioners shall appoint a successor for
the balance of the unexpired term. The Director must be a [graduate
of a recognized college of engineering and hold a bachelor of civil
engineering degree] professional or registered civil engineer. OR
HE MUST BE A PROFESSIONAL ENGINEER LICENSED UN-
DER THE PROVISIONS OF ARTICLE 75½ OF THE ANNO-
TATED CODE OF MARYLAND AS AMENDED FROM TIME
TO TIME. His salary shall be as fixed by the County Commissioners
from time to time.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 17)

AN ACT to repeal and re-enact, with amendments, Section 98 of
Article 43 of the Annotated Code of Maryland (1957 Edition),
title "Health," subtitle "Tuberculosis," amending the provisions
of the law concerning confinement of persons having communi-
cable tuberculosis, with particular respect to Baltimore City.
