(b)   No stoves, exposed flame or electric heaters may be used in
any part of a fireworks plant except in a boiler room, machine shop,
or office building in which the presence of fireworks or volatile
chemicals is prohibited. Heating shall be by means of steam, indirect
hot-air radiation or hot water. Unit heaters located inside buildings
which at any time contain explosive composition shall be equipped
with explosion proof motors, and switches controlling same shall
be located outside the building.

(c)   Where artificial lighting is required, such lighting shall be
by electricity with vapor-proof keyless lamps. Temporary or loose
electric wiring, or extension lights are prohibited. All wiring shall
be of permanent character installed in. approved conduit. No open
knife switches shall be used inside buildings, except in warehouses
in which only inert materials are stored.

(d)   In any building which at any time contains explosive compo-
sition, all electric motors, fans, open switches or other devices cap-
able of producing an open spark shall be located on the outside of
the building in such manner that no open spark can be introduced into
the building. All presses and other mechanical devices shall be prop-
erly grounded to prevent the accumulation of static electricity.

(e)   A master switch shall be provided at the point where electric
current enters the plant, which will, upon being opened, immediately
cut off all electric current to the plant.

[18D] 22. Same—Miscellaneous safety requirements.

(a)   No person other than authorized employees, or representa-
tives of authorized State or federal departments having jurisdiction
over such establishments, shall be allowed in any fireworks plants,
except upon written permission of the owner, manager or person in
authority. This restriction shall not apply to persons visiting office
buildings only.

(b)   No smoking, or carrying of lighted pipes, cigarettes, cigars,
or any open flame, shall be permitted within the plant fence; except
that smoking may be permitted in office buildings or buildings used
exclusively as lunchrooms or rest rooms and in which the presence
of explosives or fireworks is prohibited.

(c)   No production building shall contain at any one time more
than two hundred pounds of explosive composition, including that in
raw materials, work in process or finished fireworks.

(d)    Production buildings shall be kept clean, orderly and free
from accumulation of dust or rubbish. Powder or other explosive
materials, when spilled on the floor, shall be immediately cleaned up
and removed from the building.

(e)   Adequate and appropriate fire extinguishers meeting stand-
ard insurance requirements shall be located in buildings, and shall
be readily accessible at all times.

(f)   All waste and reject hazardous material shall be removed
from all buildings daily and shall be removed from the plant at reg-
ular intervals and destroyed by submersion in water, or by burning.
Nonhazardous waste shall be removed from the plant at regular in-
tervals and disposed of in a public dump or by other suitable means.
