by the State Fire Prevention Commission has all responsibility for
the implementation of fire safety programs in the State designated to
minimize fire hazards and disasters and loss of life and property from
these causes. These responsibilities include, but are not limited to,
the establishment and enforcement of fire safety practices through-
out the State, preventive inspection and correction activities, coordi-
nation of fire safety programs with volunteer and paid fire com-
panies, and other State agencies and political subdivisions exercising
enforcement aspects, and critical analysis and evaluation of Mary-
land fire loss statistics for determination of problems and solutions.

(c)   A fire marshal legally designated by a county or municipal
corporation of the State shall serve as Deputy State Fire Marshal,
without compensation, for the purpose of carrying out the provisions
of this Article in that county or municipal corporation. Where there
is no legally designated fire marshal in a county or municipal cor-
poration, the State Fire Marshal shall carry out the provisions of
this Article therein.

(d)   The State Fire Marshal's office shall have such assistants,
consultants, and employees as may be provided for in the budget
from time to time.

8. State Fire Marshal; Duties and Powers

(a)   The State Fire Marshal shall enforce all laws of the State
having to do with:

(1)  Prevention of fire.

(2)   The storage, sale, and use of any explosive, combustible, or
other dangerous article, in solid, liquid, or gas form.

(3)  The installation and maintenance of equipment of all sorts in-
tended for fire control, detection, and extinguishment.

(4) The means and adequacy of exit, in case of fire, from build-
ings and all other places in which persons work, live, or con-
gregate from time to time for any purpose, except buildings
used wholly as dwelling houses containing no more than two
families.

(5) The suppression of arson.

(b)   The State Fire Marshal shall assist any chief of any recog-
nized fire company or department, or any legally designated fire
marshal of a county or municipal corporation, or other State agencies
in fire prevention matters, upon request.

(c)   The State Fire Marshal shall enforce the regulations promul-
gated by the State Fire Prevention Commission as authorized by
Section 3 of this Article.

(d)   The State Fire Marshal shall inspect all State, county, and
municipally owned institutions, all schools, theatres, churches and
other places of public assembly as to fire exits and reasonable safety
standards and report his findings and recommendations to the proper
administrative heads.

(e)   The State Fire Marshal may at all reasonable hours enter any
building or premises except those actually occupied for private
