[annual] annul, vary or modify the orders as to the court may seem
just and proper in the light of the then existing circumstances and
in the best interests of the child or children involved therein and
also in accordance with the power of modification as provided in
Section 66 of this article.

66J.

(a) The [order] orders of court directing payments for the sup-
port and maintenance of the child or with respect to any other
matter are enforceable in the same manner and to the same extent as
other orders of the equity courts of this State, including, but not
limited to, citation and imprisonment for contempt. The person fail-
ing to make support payments as ordered shall be served with an
order directing him to show cause on a specified date why he should
not be held in contempt. Should he fail to appear in response to a
notice served upon him or prove unavailable for service, the court
shall issue its warrant for the person's apprehension and arrest in
the manner provided in Section 66E (c) of this sub-title. If the court
shall find that the person cited has failed to comply with the support
order while possessing the means to have done so, the court shall
find the person guilty of civil contempt and may commit him to jail
or any other institution of penal confinement in this State until he
shall comply with the support order or otherwise purge himself of
his contempt.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to add a new Section 689A to REPEAL AND RE-ENACT,
WITH AMENDMENTS, SECTIONS 689 (D) AND (E) OF
Article 27 of the Annotated Code of Maryland (1957 Edition and
1963 Supplement), title "Crimes and Punishments," subtitle "De-
partment of Correction," subheading "Institutions," to follow
immediately after Section 689 thereof, providing for and specify
ing the names and designations of the correctional institutions
generally
known as the "Maryland State Reformatory for Males,"
and the "Maryland State Reformatory for Women," and relating
generally to these
names and designations. "CRIMES AND
PUNISHMENTS," SUBTITLE "PLACES OF REFORMATION
AND PUNISHMENT," SUBHEADING "DEPARTMENT OF
CORRECTION," CHANGING THE NAME OF THE "MARY-
LAND STATE REFORMATORY FOR MALES," TO THE
"MARYLAND CORRECTIONAL INSTITUTION—HAGERS-
TOWN," AND CHANGING THE NAME OF THE "MARYLAND
STATE REFORMATORY FOR WOMEN" TO THE "MARY-
LAND CORRECTIONAL INSTITUTION FOR WOMEN—
JESSUPS JESSUP," AND RELATING TO THE NAMES AND
DESIGNATIONS OF THESE INSTITUTIONS.
