State, and providing generally for the conditions and procedures
applicable in such situations.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 9 (8) be and it is hereby added to Article 73B of
the Annotated Code of Maryland (1957 Edition and 1963 Supple-
ment) , title "Pensions", sub-title "In General", to follow immediately
after Section 9 (7) thereof, and to read as follows:
9. (8).
A member who for a temporary period prior to June 1, 1964, (1)
did not make contributions to the retirement system because of not
being on a State payroll, (2) had an employer other than the State,
(3) was in employment related or similar to or educationally desir-
able for his regular employment with the State, and (4) all being
with the consent or at the direction of a State agency, after his
return to State employment and with the approval of the Board may
deposit with the retirement system, with interest to the date of de-
posit, the contributions he would have made to the retirement sys-
tem had his employment been with the State during that period; and
when this deposit is made he shall be given service credit in the
retirement system for the temporary period in all subsequent re-
spects as if he had been a State employee during that period.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1964.

AN ACT to repeal and re-enact, with amendments, Section 4A (a)
of Article 88A of the Annotated Code of Maryland (1963 Supple-
ment) , title "State Department of Public Welfare", sub-title "In
General", amending the law concerning the Advisory Council on
child welfare in order to add thereto one person representing the
State Department of Education and making provision for the
appointment of this person.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4A (a) of Article 88A of the Annotated Code of Mary-
land (1963 Supplement), title "State Department of Public Wel-
fare", sub-title "In General", be and the same is hereby repealed and
re-enacted, with amendments, to read as follows:
4A.
(a) The Department shall have an advisory council on child wel-
fare composed of one member of the State Board of Public Welfare
appointed by its chairman, one person representing the State Depart-
ment of Health appointed by the Commissioner, one person repre-
