Board of County Commissioners, County Council, or Mayor and City
Council of Baltimore, first to take care of the annual requirements
of existing or new debt service, and next OR for expenditure or accu-
mulation toward capital outlay on a pay-as-you-go basis, for the pur-
poses specified in sub-section (a) of this section.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1964.

AN ACT to repeal and re-enact, with amendments, Section 32 of
Article 65 of the Annotated Code of Maryland (1957 Edition), title
"Militia", sub-title "In General", providing a minimum per diem
allowance for officers and enlisted men of the organized militia
ordered out for active duty or training by the Governor or by the
Governor's authority.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 32 of Article 65 of the Annotated Code of Maryland
(1957 Edition), title "Militia," sub-title "In General," be and the
same is hereby repealed and re-enacted, with amendments, to read as
follows:
32. The provisions of this section shall apply when the organized
militia, or any part thereof, shall be ordered out for active duty or
training by the Governor, or by his authority; but shall not apply to
the organized militia or any part thereof, which has been ordered to
duty incident to a call or order into the active military service of the
United States.
Except as in this article otherwise provided, officers and enlisted
men shall receive the same per diem pay, including longevity and
allowance, as officers and enlisted men of the regular Army of like
grade and length of service [; ] , but no such person ordered to active
duty other than for training shall be paid a per diem of less than Ten
Dollars ($10.00); provided that nothing in this section shall be con-
strued as authorizing the ranking line officer to draw any salary ex-
cept that authorized and provided in the budget.
In addition to pay, each enlisted man shall receive rations, or com-
mutation thereof, as prescribed by the Governor.
Officers, warrant officers and enlisted men who are full-time em-
ployees of the Military Department shall be entitled to receive the
same pay, including longevity pay, subsistence and allowances as are
authorized for persons of corresponding grades and length of service
in the regular Army.
Each enlisted man, who has served a full three-year term of en-
listment and who re-enlists within ninety days after the expiration
of his previous enlistment, shall receive an increase of 10 per cent of
