Senate Bill No. 75—Renewal of Plumbing Certificates
AN ACT to repeal and re-enact, with amendments, Section 330
of Article 43 of the Annotated Code of Maryland (1963 Supplement),
title "Health," subtitle "Plumbing," amending the laws concerning
certificates of competency held by certain plumbers in order to make
provision for the renewal of such a certificate by a master plumber
who held such a certificate for a stated number of years and failed
at the proper time to secure a renewal thereof.

Dear Mr. President:
In accordance with the provisions of Article 2, Section 17, of the
Maryland Constitution, I have today vetoed Senate Bill 75, and I
am returning this Bill along with my Veto Message.
This Bill amends the law concerning Certificates of Competency
held by certain plumbers in the State of Maryland. I have been
advised that this Bill could be a serious detriment to the orderly
process of certifying competent plumbers.
I have been assured that every consideration is given to those
who have once held a Certificate of Competency should it become
necessary to seek a new Certificate. As a matter of fact, the Com-
missioners of Practical Plumbing have advised me that all plumbers
who have had to be reexamined because of a lapsed Certificate
have successfully passed their examination and have been reinstated.
Because of the above stated reasons, I feel compelled to veto
Senate Bill 75.

Senate Bill No. 99—Speed Limits for Commercial Vehicles
AN ACT to repeal Section 211 (i) of Article 66½ of the Annotated
Code of Maryland (1957 Edition), title "Motor Vehicles," subtitle
"Operation of Vehicles Upon Highways," to repeal the provision
requiring commercial vehicles not designed for transportation of
passengers of a gross weight of 7,500 pounds or more shall travel
at a speed of 10 miles per hour less than the lawful speed permitted
other motor vehicles.
