Senate Bill No. 3—State Tax Rate
AN ACT providing for the rate of State taxation for the year
Nineteen Hundred and Sixty-five (1965) necessary to pay the in-
stallments of principal and interest falling due in such year on the
Armory Loan of 1948 (Chapter 4, Extraordinary Session of 1948),
the General Construction Loan of 1949 (Chapter 277, Acts of 1949),
the General Public School Assistance Loan of 1949 (Chapter 502,
Acts of 1949), and the Maryland School for Blind Loan of 1949
(Chapter 6, Acts of 1949, Special Session).

Dear Mr. President:
I have today vetoed Senate Bill 3, passed during the 1964 re-
gular session of the General Assembly, and, in accordance with the
provisions of Article 2, Section 17 of the Constitution, I am returning
this bill to you, along with my veto message.
This bill pertains to the rate of State taxation for the year 1965
and is identical to House Bill 3 that I signed, the same now being
Chapter 116 of the Acts of 1964.

Senate Bill No. 5—Interstate Agreement on Detainers
AN ACT to add new Sections 616A through 616P, inclusive, to
Article 27 of the Annotated Code of Maryland (1957 Edition and 1963
Supplement), title "Crimes and Punishments," to be under the new
subtitle "Detainers" and new subheadings "Interstate Agreement on
Detainers" and "Supplemental Provisions," to follow immediately
after Section 616 thereof, to enact an interstate agreement on detainers
to provide for the disposition of and to authorize the processing of
detainers based on untried indictments, informations or complaints of
party states to this agreement against persons incarcerated in cor-
rectional institutions or facilities of this State, to provide for giving
