(b) The Secretary of State shall also include in the compilation a
list of all other State agencies by name which are authorized to
adopt rules and regulations, but shall omit the printing of the full text
of the rules and regulations of such agencies. Each rule of such
agency not printed in full shall be listed by number and after each
number there shall be printed a short summary of the content of the
rule. After the full text or the summary of the rules and regulations
of each agency there shall be included a statement of where copies of
the rules and regulations can be obtained. Any rules and regulations
not required to be printed in full shall be made available in printed or
processed form to the public upon application to the adopting agency.
(c) The Secretary of State in consultation with the members of
any committee on review of administrative rules and regulations
established by the General Assembly of the Legislative Council shall
determine the form and manner of printing of the compilation, and
