the exemption of property held for future use granted by this sub-
section shall be for the period January 1, 1947, to December 31, 1966.

(e)  All exemptions from taxation hereunder shall be allowed by
the assessing authority upon the filing of a claim in writing under
oath, made by or on behalf of the institution or organization claiming
the same, showing the right to the exemption, briefly describing the
property for which exemption is claimed. Such exemptions shall be
allowed and prorated by the assessing authority for the remainder of
any taxable year from the date the claimant shall have acquired pos-
session
to OF the real property intended to be exempt thereunder.

(f)   The governing body of any subdivision of the State by appro-
priate resolution, may return any taxes collected on property which
would have been exempt had proper claim in writing been made there-
for in the manner provided hereunder.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

CHAPTER 184
(House Bill 348)

AN ACT to repeal and re-enact, with amendments, Section 66A of
Article 89B of the Annotated Code of Maryland (1963 Supple-
ment), title "State Roads," subtitle "Duties and Powers," provid-
ing that snow tires may SHALL be required on driving wheels in-
stead of rear wheels for use on emergency snow routes.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 66A of Article 89B of the Annotated Code of Maryland
(1963 Supplement), title "State Roads," subtitle "Duties and
Powers," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

66A.

The State Roads Commission, after securing the approval of the
members of the governing body of the county affected, is hereby
authorized to designate such State highways as it deems appropriate
as "emergency snow routes" and such highways when so designated
shall be appropriately signed. After the highways have been desig-
nated and signed, and a snow emergency declared as hereinafter
prescribed, it shall be unlawful for any motor vehicle to travel or
attempt to travel upon such highway unless it is equipped with chains
or unless both [rear] driving wheels are equipped with snow tires.
For the purpose of this section snow tires shall mean those tires
which are normally designated by the manufacturer as snow tires
or such tires as may be approved by the Commissioner of Motor
Vehicles as meeting the standards of effectiveness required of
normally designated snow tires, and shall be in a good state of repair.
It shall also be unlawful to park a vehicle on such a highway during
