Section 1. Be it enacted by the General Assembly of Maryland,
That Section 9(2) of Article 73B of the Annotated Code of Mary-
land (1963 Supplement), title "Pensions", sub-title "In General",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
9.
(2) The Board of Trustees shall fix and determine by appropriate
rules and regulations how much service in any year is equivalent to
one year of service, but except as otherwise provided, in no case shall
[it allow credit for a period of absence without pay or more than a
month's duration nor shall] more than one year of service be credit-
able for all service in one calendar year. The Board of Trustees,
under such rules and regulations as it shall adopt, shall allow credit,
however, to members absent in the military service during World
War I or within the periods and under the provisions specified in
S. 88 of Article 65 of the Annotated Code of Maryland (1957 Edi-
tion as amended), for the period of their absence, provided that such
members were employees when they entered such military service
and within one year from the date of their discharge again became
employees. Service rendered for the full normal working time in any
year shall be equivalent to one year's service. Persons holding elec-
tive or appointive positions shall receive a full year's credit for each
full year during which such person has held or holds such position.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to repeal and re-enact, with amendments, Section 324 of
Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources", subtitle "Fish and Fisheries", subhead-
ing "Part 3. Crabs, Lobster and Terrapins", relating to the licens-
ing of persons buying, selling, marketing and shipping live crabs
and permitting marketing of their own catch by licensed crabbers
or marketing of crabs by persons purchasing from licensed sellers
of crabs.

eries", subheading "Part 3. Crabs, Lobster and Terrapins", be and

follows:

Any person desiring to engage in the business of picking, canning
or packing crabs in any way, or buying or marketing crabs, shall
first obtain a license from the clerk of the circuit court for the county
