YEARS OF AGE; AND A SON OR DAUGHTER, OR BOTH,
FOR A FATHER OR MOTHER. HOWEVER, NO LIABIL-
ITY UNDER THIS SUBTITLE SHALL BE PLACED UPON ANY
SON OR DAUGHTER FOR THE SUPPORT OF A FATHER OR
MOTHER BY WHOM THE SON OR DAUGHTER WAS ABAN-
DONED; AND NO LIABILITY UNDER THIS SUBTITLE SHALL
BE PLACED UPON ANY HUSBAND OR WIFE FOR THE SUP-
PORT OF A SPOUSE BY WHOM THE HUSBAND OR WIFE
HAS BEEN ABANDONED OR UPON A MOTHER OR FATHER
FOR AN ADULT CHILD IF THEIR COMBINED GROSS IN-
COME IS UNDER $8,000,00. THE STATE BOARD OF HEALTH
AND MENTAL HYGIENE SHALL PROMULGATE RULES AND
REGULATIONS PURSUANT TO THE ADMINISTRATIVE
PROCEDURE ACT IN ARTICLE 41 OF THIS CODE, PROVID-
ING FOR A DETERMINATION OF WHAT SHALL CONSTITUTE
ABANDONMENT IN ANY OF THESE EXCEPTIONS TO THE
LIABILITY FOR SUPPORT. THIS DETERMINATION AS TO
WHAT CONSTITUTES ABANDONMENT IS SUBJECT TO
JUDICIAL REVIEW UNDER THE PROVISIONS OF THE AD-
MINISTRATIVE PROCEDURE ACT IN ARTICLE 41 OF THIS
CODE. THE PROVISIONS OF SECTION 97 OF ARTICLE 27 OF
THIS CODE HAVE NO EFFECT ON ANY DETERMINATION
OF LIABILITY UNDER THIS SECTION."
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

(House Bill 195)
AN ACT to add new Section 195 (b)(1) (b-1) to Article 27 of the
Annotated Code of Maryland (1957 Edition), title "Crimes and
Punishments," subtitle "Fraud—False Advertising ADVERTISE-
MENTS," to follow immediately after Section 195 (b) thereof,
providing it shall be unlawful to omit reference to the country of
registry of a vessel in advertising its voyage.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 195 (b) (1) (b-1) be and it is hereby added to
Article 27 of the Annotated Code of Maryland (1957 Edition), title
"Crimes and Punishments," subtitle "Fraud—False Advertising
ADVERTISEMENTS," to follow immediately after Section 195 (b)
thereof, and to read as follows:
195 (b) (b-1).
(1) No person issuing, selling or offering to sell any passenger
ticket on TO board any vessel, including the owner or consignee of
such vessel, his agents, servants or employees, shall omit reference to
the country of registry of such vessel from any advertisement, circu-
lar, circular letter, pamphlet, card, hand-bill or other printed paper or
notice, written or oral, in regard to said passage, ticket or instrument
