the City of Baltimore and the treasurers of the county boards of
education of the several counties. On the receipt of the warrant of
the Comptroller, the Treasurer of the State of Maryland shall imme-
diately pay the respective amounts due the City of Baltimore and
the treasurers of the county boards of education of the several
counties.
220.
[(a) For the school year 1957-1958 and thereafter, the board of
education of each county and the mayor and city council of Balti-
more shall be entitled to, and shall be paid, each year in the manner
and subject to the limitations hereinafter provided, one thousand
dollars ($1,000.00) or such sum in excess thereof as may be pro-
vided in the budget, for each classroom unit in operation in such
county or city, respectively, computed on a full-time teacher basis.
The financial assistance herein authorized shall not be available or
given to any county or to Baltimore City wherein any teacher re-
ceives a salary lower than that established by Section 106 of this
article.
(b) The State Superintendent of Schools shall certify to the
Comptroller on or before the last day of July, September and No-
vember, the last day of January, March and May, one sixth of the
annual sum due the county board of education of each county and
the mayor and city council of Baltimore hereunder, and thereupon
the Comptroller shall within five days of the above said dates draw
his warrant on the Treasurer of the State of Maryland for the
respective amounts due to the said boards of education and to the
mayor and city council of Baltimore, and the Treasurer of the State
of Maryland, upon receipt of said warrants shall immediately pay
the amount due on said dates to said respective boards of education
and to the City of Baltimore.
(c) Provided further that no county or the City of Baltimore
may decrease the amount appropriated from local funds for the
school year 1956-57 for the teachers' salaries in excess of the State
minimum schedule. Such local funds as referred to above shall be
used to provide increased teachers' salaries above the new State
minimum schedule as provided by this article and according to a
local salary schedule to be established by the county boards of educa-
tion or the board of school commissioners of Baltimore City.]
(a)(1) "Professional staff members" includes all persons em-
ployed by the various counties who are certificated by the State
Superintendent of Schools or who hold equivalent status in the City
of Baltimore as determined by the State Department of Education.
(2) "Allowed professional staff members" means those provided
according to the terms of Section 159 of this Article.
(3) "Prescribed salaries" means the salaries required in Sections
106, 148, and 159.
(4) "Pupils enrolled" shall be all pupils enrolled as of September
30 of each year in grades 1 to 12 or in special programs for children
within the age limit prescribed in the law.
(5) "Adjusted assessed valuation of real property" shall be as
reported by the State Department of Assessments and Taxation as
