property necessary to produce revenues to meet all interest and
principal which will be payable to the close of the next ensuing cal-
endar year on all certificates theretofore issued or theretofore author-
ized by resolution of the Board of Public Works to be issued, and the
governing bodies of each of the Counties and Baltimore City shall
forthwith levy and collect such tax at such rate.
All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.
Sec. 7. And be it further enacted, That new Sections 568A to
568G, inclusive, be, and they are hereby, added to Article 43 of the
Annotated Code of Maryland (1957 Edition and 1963 Supplement),
title "Health", subtitle "Hospitals", to follow immediately after Sec-
tion 568 thereof, and to be under the new subheading "Maryland
Hospital Commission", and to read as follows:

5 68 A.
(a) The Maryland Hospital Commission is created. It shall have
seven members composed of citizens and residents of this State who
are skilled and competent in matters of hospital care and finance. At
least two of the members shall be residents of the City of Baltimore
and the remaining members shall at all times be fairly representative
of the several other natural geographic areas of the State.
(b) The members of the Commission shall be appointed by the
Governor from time to time. For the purposes of these appointments
he shall request nominations from Maryland Hospital Services, Inc.,
the State Board of Health and Mental Hygiene, the Medical and
Chirurgical Faculty of Maryland, the Hospital Council of Maryland,
and any other interested persons or agencies in his discretion. Ap-
pointments to the Commission shall be for terms of three (3) years
each, except that among the original appointees, two persons shall
be appointed to serve one year, two persons shall be appointed to
serve two years, and three persons shall be appointed to serve for
three years. Thereafter, as vacancies occur from year to year, ap-
pointments shall be made for the full term of three years. A mem-
ber who has served a term on the Commission is eligible for reap-
pointment to one additional term. Members shall serve without com-
pensation, except they may be reimbursed for the reasonable expenses
incurred performing their duties on the Commission.
(c) In making the appointments, the Governor shall provide from
time to time, that three members of the Maryland Hospital Com-
mission shall always concurrently be members of the Advisory Coun-
cil on hospital construction provided for in Section 567 of this Article,
as amended from time to time.
(d) The Commission shall have such staff, officers and em-
ployees as may be provided for in the budget from time to time.

(a) The Maryland Hospital Commission has, generally, the duty
and responsibility of administering matters and problems of hospital
construction under this program and of any State funds hereunder,
