sub-title shall keep a full and true record in such form as will enable
such charitable organization accurately to provide the information
required by this subtitle. All records required hereunder shall be
open to inspection at all times by the department, and upon demand
shall be presented to the department for inspection. This subtitle
shall not apply to solicitations conducted by or on behalf of religious
corporations, municipal corporations, HOSPITALS, volunteer fire
companies and fire and police departments. This subtitle- is not to
apply to any charitable organization which does not intend to solicit
or receive and which does not actually receive contributions in excess
of one thousand dollars ($1,000.) during any calendar year, provided
its fund raising functions are carried on by persons not paid for their
services and provided no part of the assets or income of the charitable
organization inures to be benefit of or is paid to any officer or member
of such organization. However, if the total contributions received by
such charitable organization during any calendar year shall be in
excess of one thousand dollars ($1,000.) it shall within thirty (30)
days after the date it shall have received such total contributions in
excess of one thousand dollars ($1,000.) register with the department
as required by this subtitle.

Any person conducting a solicitation in violation of the provisions
of this subtitle or filing false information hereunder shall be punished
by a fine not to exceed five hundred dollars ($500.) or by imprison-
ment for six months, or both, and every officer or agent of a chari-
table organization who authorizes or conducts such solicitation, shall
be jointly and severally liable for such fine.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

(House Bill 345)
AN ACT to repeal and re-enact, with amendments, Section 66A of
Article 89B of the Annotated Code of Maryland (1963 Supple-
ment), title "State Roads," subtitle "Duties and Powers," giving
authority to police of the various subdivisions of the State to
authorize the towing away of vehicles parked in violation of snow
emergency regulations.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 66A of Article 89B of the Annotated Code of Maryland
(1963 Supplement), title "State Roads," subtitle "Duties and
Powers," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

The State Roads Commission, after securing the approval of the
