[The State Board of Education shall adopt rules and regulations
fixing the ratio of high school teachers to pupils enrolled and in
attendance for high schools varying in size.] The State Board of
Education shall adopt rules and regulations as it may deem neces-
sary from time to time fixing the ratio of high school teachers to
pupils enrolled, within the overall ratios established in Section 159.

(b) The Comptroller shall charge against and pay as herein-
before or hereinafter provided from the general State school fund,
the annual appropriation made by the General Assembly for the
support of the State Department of Education, including the ex-
penses of the State Board of Education, and the support and ex-
penses of the office of the State Superintendent of Schools; the
annual appropriation for the Maryland Teachers Retirement Sys-
tem; [the annual appropriation for part payment by the State of
the salaries of county superintendents and of the superintendents
of schools of Baltimore City, and of the supervising teachers or
helping teachers in each of the several counties and the City of
Baltimore; the annual appropriation for payment by the State of
two thirds (2/3) of the salary of one supervisor or pupil personnel
in each county and Baltimore City, and of one or more visiting
teachers in the larger counties and Baltimore City;] the annual
appropriation for the education of handicapped children, the annual
appropriation for administration and supervision of vocational edu-
cation in public high and vocational schools, for physical education
and recreation, for medical examination of teachers and school bus
drivers, for case and guidance service for handicapped individuals
needing vocational rehabilitation, for equivalence examinations, for
public libraries, and for adult education; [the annual appropria-
tion per classroom unit as required in this article; the annual appro-
priation per pupil enrolled as required in this article;] such special
appropriations to be known as an incentive fund for the purpose
of granting State aid to the counties and to the City of Baltimore
to finance the construction of school buildings and school facilities,
as may from time to time be made by budget bill or supplementary
appropriation bill, to the boards of education of each county and to
the mayor and city council of Baltimore; [and such special appro-
priations to be known as an equalization fund, as may from time
to time, be made by budget bill or supplementary appropriation
bill, to the county boards of education of certain counties and to
the mayor and city council of the City of Baltimore, to enable them
to pay the minimum salaries prescribed in this article for high
school and elementary school teachers] the annual appropriation for
the State share of current expenses and annual current expenses
incentive aid as provided in Sections 220 and 221 of this article;
and
the necessary costs of transporting pupils to public schools when
such transportation is approved by the State Superintendent of
Schools.

[(c) The board of county commissioners of each of the several
counties and the mayor and city council of Baltimore to be eligible
to share in the equalization fund shall levy an annual tax for the
schools of not less than eight-seven cents (87¢) on each $100 of
assessable property, exclusive of the amount levied for debt service
and capital outlay for the schools.]
