five (35) miles per hour maximum speed limit shall be governed by
speed limits as set forth elsewhere in this article.
The combination of
a registered Class F tractor and a vehicle having a semi-dump trailer
service registration when operated as a unit for the transportation of
loose materials in bulk within a radius of not more than forty (40)
miles of the point of pickup and delivery shall not be subject to any
restrictions of this article pertaining to weight of vehicle, weight of
vehicle and load however determined and/or axle loads, except only
that at all times such semi-dump trailer shall be limited as to gross
weight by the allowable and paid registration weight, and the com-
bination of tractor, semi-dump trailer and load shall be limited as to
gross weight by the over-all maximum of sixty-five thousand (65,000)
pounds established by Section 315 (c) of this article, provided fur-
ther that if said combination is operated at a point beyond the herein
authorized forty (40) mile radius or is hauling materials other than
loose materials in bulk, it shall be subject to all applicable restrictions
of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

15, 22, 23 and 25 of Article 11 of the Annotated Code of Maryland
(1957 Edition), title "Banks and Trust Companies", subtitle "Bank
Commissioner"; and to repeal and re-enact, with amendments,
Sections 28, 30 and 34 of the said Article (1957 Edition and 1963
Supplement), subtitle "Banks"; to repeal and re-enact, with amend-
ments, Sections 39, 41 and 51 of the said Article (1957 Edition and
1963 Supplement), subtitle "Savings Institutions"; to repeal and re-
enact, with amendments, Sections 53, 54 and 60 of the said Article
(1957 Edition and 1963 Supplement), subtitle "Trust Companies";
and to repeal and re-enact, with amendments, Sections 68, 73, 76,
77, 84, 95 and 112(c) of the said Article (1957 Edition), subtitles
"General Regulations" and "Mergers"; and to repeal Sections 18
and 19 of the said Article (1957 Edition), subtitle "Bank Commis-
sioner", and to enact in lieu thereof new Section 18 to stand in the
place of the sections so repealed; to repeal Sections 48 and 105 of
the said Article (1957 Edition), respectively, subtitles "Savings In-
stitutions", and "General Regulations", and to enact in lieu thereof
new Section 108F to stand in the place of the sections so repealed;
to repeal Section 21 of the said Article (1957 Edition), subtitle
"Bank Commissioner"; to repeal Sections 46 and 47 of the said Ar-
ticle (1957 Edition), subtitle "Savings Institutions"; to repeal Sec-
tions 89, 97 and 98 of the said Article (1957 Edition), subtitle
"General Regulations"; and to add new Section 62A to the said Ar-
ticle (1957 Edition), to follow immediately after Section 62 thereof,
and to be under the new subtitle "Bank Service Corporations"; to
add new Sections 108A, 108B, 108C, 108D and 108E to the said
