(House Bill 30)

AN ACT to repeal and re-enact, with amendments, Sections 33, 92,
106(b), 106(c), 106(f), 106(g), 148(c), 159(a), 159(b), 159(c),
159(d), 207, 208, 215(b), 215(d), 216, 219, 220, 221 and 241 (a)
of Article 77 of the Annotated Code of Maryland (1957 Edition
and 1963 Supplement), title "Public Education", subtitles, re-
spectively, "Chapter 3. State Board of: Education", "Chapter 7.
Schools", "Chapter 8. Teachers' Certificates, Salaries and Pen-
sions", "Chapter 12. County Superintendent of Schools", "Chap-
ter 18. High Schools", "Chapter 20. Source and Distribution of
Income", and "Chapter 23. School Attendance"; to repeal Sections
106(k), 159(j) and 215(c) of said Article and Code, subtitles,
respectively, "Chapter 8. Teachers' Certificates, Salaries and
Pensions", "Chapter 12. County Superintendent of Schools", and
"Chapter 20. Source and Distribution of Income"; and to add new
Sections 288(c-2), 288(k), 289(f-3) and 289(f-4) to Article 81
of said Code (1957 Edition and 1963 Supplement), title "Revenue
and Taxes", subtitle "Income Tax", to follow respectively after
Sections 288(c-1), 288(j) and 289(f-2) thereof, revising and
generally amending the provisions relating to the financing of and
the monetary payments for the public school system in this State;
imposing an additional tax under the State Income Tax laws to
provide additional monies in the General Funds of the State nec-
essary for the payment of public school appropriations required
under this Act and for other educational purposes under the laws
of this State, and providing also for the collection of such income
taxes AND FOR A POSSIBLE REBATE OF A PORTION
THEREOF IN THE INCOME TAXABLE YEARS OF 1965 AND
1966 OR ONE OF SAID YEARS YEAR OF 1965; and relating
generally to State appropriations for and the financing of the
public school system and to the income taxes levied and collected
to provide funds for the public school system and for other educa-
tional purposes under the laws of this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 33, 92, 106(b), 106(c), 106(f), 106(g), 148(c),
159(a), 159(b), 159(c), 159(d), 207, 208, 215(b), 215(d), 216, 219,
220, 221 and 241 (a) of Article 77 of the Annotated Code of Mary-
land (1957 Edition and 1963 Supplement), title "Public Education",
subtitles, respectively, "Chapter 3. State Board of Education",
"Chapter 7. Schools", "Chapter 8. Teachers' Certificates, Salaries
and Pensions", "Chapter 12. County Superintendent of Schools",
"Chapter 18. High Schools", "Chapter 20. Source and Distribution
of Income", and "Chapter 23. School Attendance", be and they are
hereby repealed and re-enacted, with amendments; and that Sec-
