7.

(a)  As used herein the following terms shall mean, unless the con-
text requires a different meaning:

(b)  "Department" means the Department of Chesapeake Bay Af-
fairs.

(c)  "Director" means the Director of Department of Chesapeake
Bay Affairs.

(d)  "Commission" means the Commission of Chesapeake Bay Af-
fairs.

(a)  There is hereby created a commission of five members to be
called the Commission on Chesapeake Bay Affairs, which shall be ap-
pointed by the Governor.,
BY AND WITH THE ADVICE AND
CONSENT OF THE SENATE. One of the members of the Commis-
sion shall be designated as the Chairman and shall serve at the pleas-
ure of the Governor. The other four members of the Commission shall
serve for terms of four years each. The members of the Commission
shall be appointed from the following geographic areas of the State:
two members who shall reside on the Eastern Shore, which shall con-
sist of Caroline, Cecil, Dorchester, Kent, Queen Anne's, Talbot, Som-
erset, Wicomico and Worcester counties; two members who shall
reside on the Western Shore, which shall consist of Harford, Balti-
more, Anne Arundel, Calvert ,
AND PRINCE GEORGE'S counties
and Baltimore City; and one member who shall reside in either
CALVERT, Charles or St. Mary's counties. Those members serving
on the Commission of Tidewater Fisheries on June 1, 1964, shall
continue in office until the expiration of their terms of office and
shall continue to receive the compensation provided immediately
prior to June 1, 1964. Members of the Commission shall be eligible
for reappointment. Vacancies on the Commission shall be filled for
the remainder of the unexpired term by the Governor.

(b)  Each member of the Commission, including the Chairman,
shall receive such remuneration as may be provided in the annual
State budget for attending the monthly meetings of the Commission
and for attending, when requested by the Chairman, at other meet-
ings and hearings of the Commission. Members shall also be reim-
bursed for actual expenses incurred in attending to the business of
the Commission.

(c)  The Commission may adopt rules of procedure to govern the
conduct of its meetings; special meetings may be called by the Chair-
man or by three members of the Commission by delivery of written
notice to each member. Three members of the Commission shall
constitute a quorum. The Commission shall keep a record of its pro-
ceedings which shall be open to the public for inspection.

(d)  The Chairman shall preside over meetings of the Commission
and shall direct the performance of the powers and duties provided
herein for the Commission.
