company or surety company which issued such policy or bond shall
file with the Department a written notice that such policy or bond
was in effect at the time of such accident.
4. To any person qualifying as a self-insurer as follows:
(a) Any person in whose name more than twenty-five motor ve-
hicles are registered may qualify as a self-insurer by obtaining a
certificate of self-insurance issued by the Department as provided in
paragraph (b) of this sub-section.
(b) The Department may, in its discretion, upon the application
of such a person, issue a certificate of self-insurance when it is
satisfied that such person is possessed and will continue to be
possessed of ability to pay judgments obtained against such person.
(c) Upon not less than five days' notice and a hearing pursuant
to such notice, the Department may upon reasonable grounds cancel
a certificate of self-insurance. Failure to pay any judgment within
thirty days after such judgment shall have become final shall con-
stitute a reasonable ground for the cancellation of a certificate of
self-insurance.

(b) Proof shall be provided in an amount not less than [ten thou-
sand ($10,000.00)] fifteen thousand ($15,000.00) dollars for damages,
including damages for care and loss of services, because of bodily in-
jury, including death at any time resulting therefrom, sustained by
any one person in any one accident, and subject to that limit for each
person, in an amount not less than [twenty thousand ($20,000.00)]
thirty thousand ($30,000.00) dollars for damages, including dam-
ages for care and loss of services, because of bodily injury, including
death at any time resulting therefrom, sustained by more than one
person in any one accident.
162.
(a) The maximum amounts payable from the fund shall be [ten]
fifteen thousand dollars [$10,000.00] $15,000.00 exclusive of interest
and costs, on account of injury to, or death of, one person in any one
accident; subject to such limit for any one person so injured or killed,
[twenty] thirty thousand dollars [($20,000.00)] ($30,000.00), ex-
clusive of interest and costs, on account of injury to, or death of, more
than one person, in any one accident; and five thousand dollars ($5,-
000.00), exclusive of interest and costs, for damages to property in
any one accident.

When judgment is obtained against the Commissioner in an action
brought under this subtitle, the determination of all proceedings in-
cluding appeals and reviews, the court shall make an order directing
the Treasurer to pay out of the fund to the plaintiff the amount there-
of which does not exceed [ten] fifteen thousand dollars [($10,-
000.00)] ($15,000.00), exclusive of interest and costs, on account of
injury to, or death of one person and, subject to such limit for the
death of, or injury to, any one person, does not exceed [twenty]
thirty thousand dollars [($20,000.00)] ($30,000.00), exclusive of in-
