(g) The Board shall be required to meet at least once every two
months. Special meetings may be called by the Chairman or upon
the written request of five members of the Board. A majority of the
members of the Board shall constitute a quorum. If any appointive
member of the Board shall be absent without reasonable cause from
three successive meetings of the Board, his membership on the Board
shall automatically terminate and he shall forfeit the remainder of
his term of office which shall be filled by the Governor as in the case
of a vacancy in office.

(a) The Board shall be responsible for coordinating all natural
resources activities of the State, including the settlement of conflicts
that may arise among departments, agencies, and institutions repre-
sented on the Board. In the discharge of this responsibility the Board
shall:
(1) Provide a forum for essential communication and understand-
ing among its member departments, agencies and institutions.
(2) Review programs and plans and keep account of the long-
term objectives of each of the departments, agencies, and institutions
represented on the Board. The review of activities of the ex officio
agencies and institutions represented on the Board shall be only to
the extent these activities relate to the coordinative responsibilities
of the Board.
(3) The Board shall publish annually a report which shall include,
but is not limited to, the following:
(i) a review of resource activity of concern to the State during
the preceding year;
(ii) an evaluation of State resource policies and programs and
their effectiveness in achieving long-term objectives; and
(iii) the annual reports submitted by departmental and ex officio
members of the Board; and
(iv) the activities of the Board, and other such information
deemed of public interest.
(4) In cooperation with the State Planning Department, prepare
a biennial report which shall provide current revisions of such in-
formation as population projections, land use trends, trends in recre-
ational demand, and technological innovations affecting the manage-
ment, development, use and conservation of the State's natural re-
sources.
(5) To make or cause to be made studies and appraisals of the
operations, activities and accomplishments of those agencies repre-
sented on the Board by departmental members and of those agencies
and institutions represented on the Board by ex officio members only
to the extent such activities relate to the coordinative responsibilities
of the Board. The Board is authorized, after such studies and ap-
praisals to recommend to the Governor and the General Assembly
coordinated policies, plans and procedures for the conservation, de-
velopment and use of the State's natural resources. The Board also
shall make or cause to be made any other studies necessary to the
performance of its responsibilities.
