The State Department of Public Welfare shall not be authorized to
expend for public assistance in any month an amount in excess of that
computed by dividing the total available appropriation of all funds orig-
inally appropriated by the General Assembly for such purpose by the num-
ber of remaining months in the fiscal year unless the approval of the Board
of Public Works is secured for any such excess rate or amount of expendi-
ture. The provisions of this restriction shall apply to the following pro-
grams :

Old Age Assistance

Aid to Families with Dependent Children

Public Assistance to Needy Blind

Aid to Permanently and Totally Disabled

General Public Assistance

Boarding Care for Children

General Public Assistance to Employables
