such a transfer of this appropriation from the
State Department of Health to the State De-

MAY BE USED FOR SUCH MATCHING PURPOSES; AND IN THE
EVENT SUCH A TRANSFER OF THIS APPROPRIATION FROM THE
STATE DEPARTMENT OF HEALTH TO THE STATE DEPART-
MEN OF PUBLIC WELFARE IS MADE, THE BOARD OF PUBLIC
