sirable; further, all or any portion of this appropriation may be used for
such matching purposes; and in the event such a transfer of this appro-
priation from the State Department of Health to the State Department of
Public Welfare is made, the Board of Public Works shall approve a plan
for continuing the programs of Medical Care under the provisions of Article
43, Sections 42 and 43 of the Annotated Code of Maryland, 1957 Edition. Of
the total General Fund Appropriations for this program $3,048,927 is for
payment for regular services for residents of Baltimore City and $2,824,-
815 is for payment for regular services for residents of the Counties and
$250,000 is for Statewide special services to nursing home patients. This
distribution of funds between the program for Baltimore City and the
program for Counties and the program for State-wide special services to
nursing home patients may be adjusted upon recommendation of the Com-
missioner of Health and the approval of the Governor.

10.01.03.04 Hospital In-Patient Program

General Fund Appropriation, for the
purchase of hospital in-patient care
in the forty-two (42) General Hos-
pitals and four (4) Special Hospi-
tals listed in the program and per-
formance statement for individuals
whose financial status is deter-
mined by the local Department of
Public Welfare under policies estab-
lished jointly by the State Depart-
ment of Public Welfare and the
State Department of Health; and
for the purchase of nursing home
care for patients previously certi-
fied by the Department of Public
Welfare for care under the In-Pa-
tient program who are discharged
from one of the listed hospitals
prior to Department of Public Wel-
fare's determination of eligibility
for a grant for nursing home care.

Payments for care rendered in Gen-
eral Hospitals shall be the lesser of
billings to other patients for like
services or 80% of each hospital's
verified average per diem cost of
the 1964 fiscal year.

Payments for care rendered in Spec-
ial Hospitals shall be lesser of bill-
ings to other patients for like serv-
ices or 80% of each hospital's cer-
tified average per diem cost of the
1964 fiscal year.

Payments for post hospital care in
nursing homes shall be at the rates
established by the Department of
Public Welfare grant for clients
with comparable needs.
