any character whatsoever of such laborer or employee, the purpose
of which is to waive this right of exemption, shall be absolutely
void, provided, however, that the salary or wages of any laborer
or employee shall not be exempt from attachment, levy or lien at the
instance of the State for income tax due the State by any laborer
or employee.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Section 147A to the Code of Public Local Laws
of Washington County (1957 Edition, being Article 22 of the Code
of Public Local Laws of Maryland), title "Washington County",
sub-title "Circuit Court", to follow immediately after Section 147
thereof, and to be under the new sub-heading "Grand Jury", to
require the Grand Jury for Washington County to visit the Mary-
land State Reformatory for Males and the Western Maryland State
Hospital and to make a report to the court.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 147A be and it is hereby added to the Code of
Public Local Laws of Washington County (1957 Edition, being
Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County", sub-title "Circuit Court", to follow immedi-
ately after Section 147 thereof, and to be under the new sub-heading
"Grand Jury", and to read as follows:

Grand Jury
147A.

The Grand Jury for Washington County at each term of court shall
visit the Maryland State Reformatory for Males and the Western
Maryland State Hospital and inquire into their condition, including
the treatment and custody of prisoners and patients, physical con-
dition of the institution and the morale and treatment of personnel,
and make its report to the court.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
