CHAPTER 524
(House Bill 876)

AN ACT to repeal and re-enact with amendments Section 88 and to
repeal Sections 89, 90, 91, and 92 of Chapter 780 Acts of the Gen-
eral Assembly of Maryland 1961, being Article 16 of the Code of
Public Local Laws of Maryland, title "Montgomery County," sub-
titles "Maryland-Washington Metropolitan District" and "Mary-
land-Washington Regional District"; and Article 17 of the Code
of Public Local Laws of Maryland, title "Prince George's County,"
subtitle "Maryland-Washington Metropolitan District" and
"Maryland-Washington Regional District"; to provide that said
Section 88, Disposition of waste, sewage and drainage, shall not
apply to that portion of the Regional District in Prince George's
County; regulations for disposition of drainage, sewage and waste,
obstruction of aisles and doors in halls, churches, etc., inflammable
compounds, fire escapes, shall be repealed.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88 be repealed and re-enacted with amendments and
Sections 89, 90, 91 and 92 of Chapter 780 be and the same are hereby
repealed, being Article 16 of the Code of Public Local Laws of Mary-
land, title "Montgomery County," subtitles "Maryland-Washington
Metropolitan District" and "Maryland-Washington Regional District";
and Article 17 of the Code of Public Local Laws of Maryland, title
"Prince George's County," subtitles "Maryland-Washington Metro-
politan District" and "Maryland-Washington Regional District";

88. Disposition of waste, sewage and drainage generally.

No permit for the construction or erection of any building or struc-
ture of any kind in the Regional District shall be granted unless ade-
quate provision is made for disposing of the waste, sewage, and drain-
age from the building or structure, and plans therefor presented for
the inspection of the building inspector having jurisdiction. This
section shall not apply to that portion of the regional district in Prince
George's County.

[89. Regulations for disposing of drainage, sewage and waste.

The Commission has power and authority to adopt all necessary
rules and regulations and orders for assuring adequate provisions for
disposing of the drainage, sewage, and waste from all buildings in the
Regional District so as to protect the public health. Such rules and
regulations and orders when recorded in the minutes of the Com-
mission, signed by its chairman and attested by its Secretary-Treas-
urer, shall have the same force and effect as though enacted by the
General Assembly of Maryland. Any person violating such a rule,
regulation, or order shall be deemed guilty of a misdemeanor and
upon conviction thereof be fined not less than five (5) nor more than
fifty (50) dollars. This section shall not be applicable to Montgomery
County.]

[90. Obstruction of aisles and doors in halls, churches, etc.

It is unlawful for owners or lessees of any public hall, church,
school, or place of amusement in the Regional District to obstruct or
