AN ACT to add Section 45E to the Code of Public Local Laws of
Carroll County, being Article 7 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Carroll County," subtitle
"County Commissioners," to follow immediately after Section
45D thereof, as added by Chapter 806 Laws of 1961, and to be
under the same subtitle, authorizing the creation of the Carroll
County Public Building Projects CAPITAL IMPROVEMENTS
Commission and providing for the duties AND POWERS thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 45E be and it is hereby added to the Code of
Public Local Laws of Carroll County, being Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Carroll Coun-
ty," subtitle "County Commissioners," to follow immediately after
Section 45D thereof, as added by Chapter 806 Laws of 1961, and
to be under the same subtitle, and to read as follows:
45E.
The County Commissioners of Carroll County shall designate
seven representative citizens of Carroll County who shall constitute
the Carroll County Public Building Projects CAPITAL IMPROVE-
MENTS Commission. Not more than two of the County Commis-
sioners of Carroll County may at any one time serve as the Com-
mission. THE MEMBERSHIP OF THE COMMISSION SHALL
INCLUDE ONE, AND ONLY ONE, MEMBER OF THE COUNTY
COMMISSIONERS AND ONE, AND ONLY ONE, MEMBER OF
THE COUNTY SCHOOL BOARD. The members of the Commis-
sion, who shall receive no compensation for their services, shall serve
for a term of three years and shall be eligible for reappointment
to the Commission. The County Commissioners shall designate as
chairman of the Commission a member who is not a County Com-
missioner.
The Commission is authorized and directed to make a full and
detailed study of the type of construction, the plans and specifica-
tions, and the costs of all building projects in Carroll County on
which the public funds of Carroll County are expended. After
the adoption of this section no completed building project on which
the public funds of Carroll County have been expended shall be
accepted by the County Commissioners of Carroll County except
until and after the building project is approved by the Commission
and the approval has been communicated to the County Commis-
sioners.
THE COMMISSION IS AUTHORIZED AND DIRECTED, IN
ITS DISCRETION, TO UNDERTAKE, IN ACCORDANCE WITH
ACCEPTED PLANNING PRACTICE, PLANNING STUDIES OF
FUTURE AND ANTICIPATED PUBLIC CAPITAL IMPROVE-
MENTS AND TO OFFER TO INTERESTED PERSONS THE
CONCLUSIONS AND RECOMMENDATIONS DERIVED FROM
THE PLANNING STUDIES.
The Commission is authorized to adopt such rules and regulations,
