(House Bill 811)
AN ACT to repeal and re-enact, with amendments, Section 90 (b) (2)
of Article 2B of the Annotated Code of Maryland (1962 Supple-
ment), title "Alcoholic Beverages," subtitle "Hours and Days for
Sale," removing Carroll County from the general provisions pre-
scribing when alcoholic beverages may be sold on Sunday.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 90 (b) (2) of Article 2B of the Annotated Code of
Maryland (1962 Supplement), title "Alcoholic Beverages," subtitle
"Hours and Days for Sale," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

(b) (2) This subsection shall be applicable and have effect in Caro-
line, [Carroll,] Cecil, Dorchester, Garrett, Harford, Kent, Queen
Anne's, Somerset, Talbot, Washington, Wicomico, and Worcester
counties, provided that it shall not apply to or affect special Class C
licenses issued under the provisions of this article, nor shall it apply
to special Class C licenses issued in Washington County for temporary
use. Nothing in this section shall require the holder of any Class A
(off-sale) beer license in Washington County to close his place of
business on Sunday provided such licensee shall close that part of his
place of business from which beer is sold.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 417
(House Bill 931)
AN ACT to authorize and empower the Town Commissioners of
Upper Marlboro, a municipal corporation in Prince George's
County, Maryland, from time to time to borrow, not exceeding
ninety three thousand ($93,000.00) dollars, in order to finance the
construction, installation, acquisition, improvement or extension
of the water system, sanitary and storm sewers in said Town as
herein defined and to effect such borrowing by the issuance and
sale to the highest bidder or bidders at public sale of its general
obligation, negotiable interest bearing coupon bonds in principal
amount not to exceed ninety three thousand ($93,000.00) dollars,
and, empowering said Town Commissioners to fix and determine
by resolution the form, tenor, interest rate or method of arriving
at the same, terms, including redemption and registration pro-
visions, conditions, maturities and all other details, incident or
necessary to the issuance, public sale and delivery of said bonds,
without reference to any other law heretofore enacted, prescribing
the method and manner of selling said bonds at public sale; em-
powering said Town Commissioners subject to certain limitations
