CHAPTER 408
(House Bill 798)

AN ACT to repeal and re-enact, with amendments, Section 335 of
Article 7 of the Code of Public Local Laws of Maryland, title
"Carroll County," subtitle "Roads," relating to the appointment
of the Director of Public Roads for Carroll County and prescribing
the qualifications for the office; requiring the Director to file a
monthly report with the County Roads Board.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 335 of Article 7 of the Code of Public Local Laws of
Maryland, title "Carroll County," subtitle "Roads," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

335.

The County Commissioners of Carroll County are hereby author-
ized and directed to employ a [road engineer or supervisor] Director
of Public Roads for Carroll County
who shall have supervision of all
work done on county roads, streets, avenues, lanes, alleys and bridges
and inspect all other road or bridge work in which Carroll County
is financially interested, and be paid such sum of money for his
services as the County Commissioners may deem proper. He shall
[be a practical road builder, not necessarily a graduate engineer of
a technical college or school,] have a degree of civil engineering and
experience in constructing roads
[and it shall be his duty to super-

vise and direct the work of the Road Commissioners of the various

road districts of the county, and examine, inspect and observe the
work on all other roads or bridges in which the county is financially
interested, and perform all other work in reference to roads and
bridges or matters pertaining to road or bridge work as the county
commissioners may demand. No bill against the county for road
STREET, AVENUE, LANE, ALLEY or bridge work shall here-
after be paid by the County Commissioners until first approved by
him.] He shall file monthly written reports with the County Roads
Board, and the reports, which shall be open for public inspection,
shall include such information as the County Roads Board shall direct.

In order that system and economy may be achieved in the repair
and improvement of the county roads, the County Commissioners
of Carroll County may, in their discretion, at any time hereafter
dispense with the services of the Commissioner of any road district,
or the Commissioners in all road districts, and work, repair, keep
up and improve the county roads, under the direct control and super-
vision of said engineer DIRECTOR OF PUBLIC ROADS; and in
order to put into effect any such system, may purchase road machin-
ery, horses, carts or other implements or property necessary to work
and improve the roads and build bridges and culverts, and do all
such other matter and things as they may deem advisable to secure
and enforce a practical and efficient system for the building, upkeep,
work and repair of the roads STREETS, AVENUES, LANES,
ALLEYS, and bridges of Carroll County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
