the depredations of deer. The Commission shall make such field in-
spections, as the result of complaints or otherwise, as may be neces-
sary to accomplish the purposes stated in this Section; but at least
two such inspections shall be made in each year.
(b) Members of the Commission shall be appointed by the Board
of County Commissioners of Washington County on the basis of
their interest in or familiarity with one or more aspects of the work
and purposes of the Commission and without regard to political af-
filiation.
The Commission shall at all times be composed of the following
persons, a majority of whom shall be residents of Washington Coun-
ty: the owner of an orchard, the owner of a farm, and a person
owning a business, or a majority interest in a business, in said coun-
ty; a person who has in at least two deer hunting seasons prior to his
appointment hunted deer in said county; and a person trained or
educated in the practices and policies of wildlife conservation, em-
ployed by an agency administering conservation laws, or active in a
non-profit organization whose primary purpose is the conservation of
wild game. Members of the Commission shall serve for a term of one
year from July 1 of each year and may be reappointed. Vacancies
on the Commission shall be filled by the County Commissioners for
the unexpired term.
(c) The Commission shall elect a president and secretary from
among its members and make such rules and regulations concerning
its operation and procedure as may be necessary from time to time.
Three members of the Commission shall constitute a quorum thereof.
At least once each year, the Commission shall file a concise report of
its findings and recommendations with regard to its purposes as
herein stated. Copies of such report shall be forwarded to the Gov-
ernor, the County Commissioners of Washington County, the State
Senator and Delegates from Washington County, and the Game and
Inland Fish Commission.
(d) Members of the Commission shall receive no salary but shall
be reimbursed by the County for such actual expenses as the County
Commissioners shall find are reasonably necessary to accomplish the
purposes of this Section.
(e) The Commission is hereby authorized and empowered to re-
quest any departments or agencies of the State to make available to
the Commission such reports, studies, statistics and other records
as may be required by it in the performance of the duties prescribed
in this Section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
