arships to Hood College in the City of Frederick shall be awarded
only after competitive examinations supervised by the [board of edu-
cation of the respective counties in which the applicant lives, or by
the Board of School Commissioners of Baltimore City, as the case
may be.] State Scholarship Board in cooperation with the State De-
partment of Education. The examination questions shall be prepared
and the papers shall be graded by the [appropriate authorities of
Hood College] State Scholarship Board. The names of the successful
applicants from each county or legislative district who pass the ex-
amination shall be given to the State Senator from that county or
legislative district, together with the grades achieved by each appli-
cant. The appointment to fill the scholarship then shall be made by the
respective State Senator. In making the appointments, to fill the schol-
arships, the State Senator shall take into consideration the financial
[condition of the parents or guardians] need of the applicants, [and
no applicant whose parents or guardians are able to pay the cost of
the tuition, board and room shall be appointed to such a scholarship;]
as determined by the State Scholarship Board in accordance with
uniform rules and regulations adopted and promulgated by that
Board which shall be so prepared and applied that definite financial
need shall be a prerequisite to receiving a scholarship under the pro-
visions of this section. Provided, however, that the scholarship for
Harford County shall be awarded by the County Board of Education
from the list of successful applicants passing the examination; pro-
vided further that the scholarships for Baltimore County and Caro-
line County shall be awarded by the appropriate authorities at Hood
College from the list of successful applicants passing the examina-
tions; provided further that the tuition scholarships for Frederick
County shall be awarded by the appropriate authorities of Hood Col-
lege from the list of successful applicants passing the examination.
(d) All such scholarships from Harford County shall be awarded
by the Board of Education of Harford County after a competitive
examination supervised and graded as provided hereinabove in this
section, taking into consideration the financial [condition of the
parents or guardians] need of the applicant also as provided herein-
above in this section.
Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1963.

(Senate Bill 454)
AN ACT to add new Section 282A to Article 77 of the Annotated
Code of Maryland (1957 Edition and 1962 Supplement), title
"Public Education", sub-title "Chapter 27. Free Scholarships", to
follow immediately after Section 282 thereof, requiring eligible
institutions to submit to the State Scholarship Board certain in-
formation concerning the program of State scholarship awards
generally known as the Senatorial Scholarship Program.
