(c)   The Board shall appoint a qualified person as executive direc-
tor who shall serve at the pleasure of the Board and receive such
salary as is provided in the budget. The executive director shall be
the chief administrative officer of the Board; he shall keep a record
of all meetings of the Board, maintain and preserve all books, records
and papers of the Board, and perform such other duties as the Board
may prescribe. The Board shall also appoint at the recommendation
of the executive director such other staff members as may be neces-
sary to carry out the duties of the Board. The employees of the Board,
with the exception of the executive director and professional em-
ployees who shall not be included in the classified service, shall be
subject to the provisions of Article 64A of this Code, title "Merit
System." The executive director and all professional and clerical
employees of the Board shall be eligible for membership in and shall
become members of the Teachers' Retirement System of the State
of Maryland.

(d)   The Board of Trustees shall authorize all departments of in-
struction and all positions in the State colleges, shall fix the salaries
and tenure of all teachers, and all assistants of whatever kind, and
shall make all appointments to positions in a State college from nomi-
nations submitted by its president; it may dismiss any teacher or
any assistant, upon the written recommendation of the president of
his college, for immorality, dishonesty, misconduct in office, incom-
petence, insubordination and wilful neglect of duty, but no teacher
or professional assistant may be dismissed without being given a
copy of the charges against him and an opportunity of being heard,
in person or by counsel, in his own defense, upon not less than ten
days' notice. Appointments to and control of all positions, except
professional positions, shall be governed by Article 64A of this Code,
title "Merit System." The Board of Trustees shall authorize the cur-
ricula to be offered, and subject to the provisions of Section 24 of
this Article, it shall confer such appropriate degrees as it shall
determine and prescribe. It shall prescribe all entrance require-
ments to the different departments and courses of study, including
fees and admission charges; it shall regulate the length of the
regular sessions and provide and arrange for summer sessions, and
shall formulate rules and regulations for the conduct and manage-
ment of the State colleges.

(e)   The Board shall elect a president for each of the State colleges,
provided that no president shall be elected who is not a graduate of
a standard college, or the equivalent, who has had in addition less
than two years of special academic and professional preparation in
a standard university, and less than five years of teaching experience.
Provided that nothing in this section affects the terms of the present
incumbents or their eligibility for reappointment. The president shall
be the head of his respective college and shall be responsible for the
discipline and successful conduct of his college and for the adminis-
tration and supervision of all its departments. The president shall
nominate for appointment by the Board of Trustees, and may recom-
mend for dismissal by the Board, all heads of departments, all teach-
ers, and all assistants of whatever kind. He shall submit to the Board
of Trustees, for adoption, curricula and plans of work, and shall in
every way take, the initiative in working out the policies of his college
and in promoting its development and efficiency. He shall each year
make an annual report to the Board of Trustees, of the receipts and
