264. Peabody Institute of the City of Baltimore.

One student from each senatorial district in the counties of this
State and two students from each senatorial district in the City of
Baltimore shall be educated free of charge for tuition at the Peabody
Institute of the City of Baltimore. No student shall hold any such
appointment for a period longer than four years. Each student
accepting such an appointment shall pursue a curriculum at the
institution leading to a regular teacher's certificate in the public
school system of Maryland.
Each student receiving such an appoint-
ment shall give bond to the State of Maryland, in such amount and
with such security as may be approved by the [president of the
board of trustees of Peabody Institute of the City of Baltimore,]
State Scholarship Board that he or she will teach in the public
schools of this State for not less than two years after leaving the
Peabody Institute. The scholarships provided for in this section shall
be awarded only after competitive examinations supervised by the
[boards of education of the counties in which the applicant lives, or
by the Board of School Commissioners of Baltimore City, if the
applicant is a resident of Baltimore City] State Scholarship Board
in cooperation with the State Department of Education.
The form
and contents of such examinations shall be specified by and the
examinations shall be prepared and graded by the [appropriate
authorities of the Peabody Institute of the City of Baltimore] State
Scholarship Board. In addition to such examination, the Peabody
Institute may administer to all candidates applying for a scholar-
ship under this section a special music audition test. A
list of names
of the applicants receiving the highest grades on the aforesaid
examinations from each of the senatorial districts in this State and
from each of the wards in Baltimore City shall be certified to the
State Senators in whose senatorial districts such applicants reside.
Such lists shall show the grades received by each applicant. The
State Senators shall award the scholarships from the applicants
appearing on such lists, provided, however, that the scholarships
for the third senatorial district of Baltimore City, Baltimore County
and Caroline County shall be awarded by the appropriate authorities
of the Peabody Institute from the lists of applicants from such dis-
trict and counties who have passed the aforesaid examinations. In
making the appointments to fill the scholarships provided for by this
section, the State Senator or other appointing agents, as the case
may be, shall take into consideration the financial [condition] need
of the applicant [, or his parents, or his guardians, and no applicant
shall be awarded a scholarship hereunder if he or his parents or
guardians are able to pay the cost of the tuition, board and room at
the Peabody Institute of the City of Baltimore] as determined by the
State Scholarship Board in accordance with uniform rules and regu-
lations adopted and promulgated by that Board which shall be so
prepared and applied that definite financial need shall be a prerequi-
site to receiving a scholarship under the provisions of this section.

282. How scholarships awarded.

(a) All scholarships to Charlotte Hall, Maryland Institute, St.
John's College, St. Mary's Female Seminary, Washington College
and Western Maryland College provided for under Sections 260
through 262, Sections 265 through 267, and Sections 272 through 277
of this sub-title,
to which the Senatorial 1st, 2nd, 3RD, 4th, 5th and
6th districts of Baltimore City and Allegany, Anne Arundel. Wash-
