within ten days after the last publication of said order, an appeal to
the County Commissioners of Howard County, who shall review the
Commission's decision and decide as to the necessity and propriety
of the creation of the sub-district in question; and the decision of
the County Commissioners shall be final.

Upon approval of said locality by the Howard County Metro-
politan Commission and by the County Commissioners of Howard
County the Metropolitan Commission shall cause final plats of such
locality to be made under the supervision of its chief engineer. One
[one] copy of this [which] plat shall be filed in the office of the
Commission, one in the office of the County Commissioners and one
in a plat book indexed "Howard County Metropolitan Commission",
in the office where the land records of Howard County are kept; and
upon the [filing of said plat and the approval of said locality by the
county commissioners of said county and the said Metropolitan
Commission,] approval by said Metropolitan Commission and the
County Commissioners of Howard County of said plat and the filing
of the same,
such district shown on said plat shall be, and the same
is hereby designated and constituted for the purposes of this sub-
title to be a separate sub-district, and shall be given by the Com-
mission a distinctive name and shall be subject to all the provisions
of this sub-title, and the filing of said plat shall constitute legal
notice to the public of such action of said Commission. For the pur-
pose of providing for the organization and preliminary expenses of
any newly constituted sub-district, the County Commissioners shall
furnish said Commission with a sum not exceeding Five Thousand
Dollars ($5,000.00) which shall be repaid out of the first bond issue
of the particular district, if any.

138.

The said Commission shall have [full] the power and authority,
subject to the approval of the County Commissioners of Howard
County,
to enter into any contract for the connection of its water
supply, sewerage or drainage systems, with those of any municipal-
ity, or adjoining counties, for the purchase of water and for the
disposal of sewage and other drainage from any sub-district, and to
enter into any other agreement concerning any other matter deemed
by the Commission to be necessary, advisable or expedient for the
proper construction, maintenance and operation of the water supply,
sewerage, or drainage systems whether within or outside Howard
County under its control, or those under the control of any munic-
ipalities, counties or subdivisions.

139.

The Commission is authorized and empowered to purchase or
acquire by gift any existing water, sewerage, or drainage systems
in Howard County or any other water, sewerage or drainage sys-
tems in said County, which in its judgement are desirable or neces-
sary for the purpose of providing adequate water or sewerage serv-
ice, or both, for the residents of Howard County [.] , provided that
such purchases or acquisitions are approved by the County Commis-
sioners of Howard County.

140.

(a) Whenever said Commission shall have extended its water
supply or sewerage system up to and is ready to connect with any
